Resource Conservation and Development (RC&D) is a nationwide program with over 375 local areas established by the USDA. Their purpose is to accelerate the conservation, development, and utilization of natural resources; to improve the economic activity, and to enhance the environment and standard of living for community residents. Each RC&D is organized and directed by local people to meet local needs. These local people, with assistance from the USDA, have accepted the responsibility to develop an action-oriented plan for social, economic, and environmental improvement.
The purpose of Trailblazer is to promote the conservation, development, and utilization of natural resources; to improve the general level of economic activity; and to enhance the environment and standard of living in all communities.
Trailblazer RC&D, Inc. is a locally sponsored and directed organization that helps the citizens of its eight-parish area--Bienville, Bossier, Claiborne, Jackson, Lincoln, Union, Webster, and Winn--improve the quality of life. It is a non-profit organization and tax exempt according to the Internal Revenue Service. Donations, loans, grants, special events, and other fund raising activities are essential to meet goals.
The Trailblazer area was first organized in October 1966 as the Bossier-Webster RC&D project. In February 1969 it was expanded to include the parishes of Bienville and Claiborne and renamed the Trailblazer-4 RC&D Area. In December 1974, Lincoln Parish was approved for inclusion into the area and the name was shortened to Trailblazer. In April 1983, a sixth parish, Union, was added. The Trailblazer area was again expanded to include Jackson and Winn Parishes in August 1989.
